Under this bill, the excess allotment of 260 units in Education will be used to create a "grant fund" that will allow states to earn funds from the grant to expand currently existing universities and create new ones. The ultimate goal is to help reduce the burgeoning burden of increasing student-to-teacher ratios. The fewer students to a teacher there are, the more time a teacher can focus on each individual student. Also, this would mean more teachers will be hired, thus leading to a boom in the educational economic sector.
