Under this act, the federal government will provide 50% of the funding for public orphanages and council houses, with the rest of the funding provided by the states. These houses shall exist for the benefit of children and adults with no previously established residence. The rent for council houses shall not exceed five per cent of the tenant's monthly income; and residence in orphanages shall be provided to Ostentian citizens under the age of 16 free of charge. Also, there shall exist a program to provide smooth transition from orphanages to council houses and to help find jobs for orphaned children and unemployed council house tenants.

This shall require 100 units of the welfare budget and 50 units of the administration budget.
