Title: Free Allotments
Description: Third... :)

Under this bill, subsidiaries of the Communities Commission will be set up in every state.

These commissions will oversee that unused brownfield, and spare land which is unused, eg unused fields, will be converted to allotment sites, which will be rented out to local residents for a low fee or for free.

This is a useful bill as it can teach people how to be self-sufficient. Any surplus food can be collected and shared among the community. :starcap:

Local planning matters should be left to state governments... unless you can argue that there is a compelling national interest, it's hard to see how this bill can be constitutional...

Nice idea though.

EDIT: What you could probably get away with doing is making a bill that sets up a government commission to lobby state and local governments on behalf of charities interested in setting up allotments. It would cost next to nothing, so there'd be no need for extra funding.
