EXPLANATION:
Taxes will not be increased. The amount of units supplied by taxes thus stays at 68.
The Transport Section of the Budget now requires only six units. This technically frees up six units of spending, but we only reduced it from 12 to 8, netting four spare units.
Education, Health, and Environment all received an additional unit of spending.
Police, Security and Justice was reduced from 9 to 8, and now is par with the amount required.
In addition, a line item called "Rebate" has been created. This has exactly 2 units and acts to serve the "Ostentian Rebate Act of 2009" should it pass (or renewed in the future). The Rebate Act is designed to effectively serve as a renewable tax cut that if necessary can be rendered dormant for additional spending. Should the Act fail to pass, the two units are to be placed into reserve.

I don't think it changes anything, but the Economy Rating is 65%, not 67%...

Thanks... I went off of the old statistics, but thankfully, it's OK (still 2 units per percentage of taxation). Then again, if it did affect the amount of units, I probably would have caught it.

Thank you, kind sir. The Transport review helped immensely in allocating needed units into departments that could use a little more funding. Now the people's taxpayer hemres are more efficient.
