People of Ostentia, I stand here today as Chancellor of the Exchequer, Transport Secretary and Cabinet Office Secretary. Of course, many of you will not know this as the Cabinet has still not announced, despite the fact that the government has now been in power for a quarter of its term. This delay is symptomatic of the failures of this government to govern the country, and the blame for these failures must lie with the DLSP. It is therefore with a heavy heart that I feel I must announce my resignation from government and the withdrawal of the PCP from the coalition government. This is not an easy decision to make, as I have worked with Cieran on a number of occasions and have found him to be a very reasonable and intelligent member of parliament. However, I fear that the consequences for our democracy will be grave if we allow our parliamentary system to stagnate. The conflict of loyalty, of loyalty to my right hon. Friend the Prime Minister--and, after all, in two governments together that instinct of loyalty is still very real--and of loyalty to what I perceive to be the true interests of the nation, has become all too great. This country needs leadership, and I no longer believe that this government can provide it. I therefore resign.
