There is a difference between having cabinet members and having a coalition. Even if all the members are in the cabinet, they're still in the opposition...

Not true actually. There are no rules against pluralism, either in Ostentia or the UK.

I myself have managed to be Waffler, MP, Opposition leader, MPC, Head of the Royalist party(Exilia) and First Lord of the Admiralty(Exilia) simulatneously without incident.
