Strictly speaking I think "Total Budget Units Available" should be 81, but besides that it looks fine to me.

Yes, that's all fine. What I mean is, isn't the "Total Budget Units Available" supposed to be the budget units available after putting them into the reserves? As I said, I'm not sure on this.

Reserves are money units that are carried over to later terms, enabling money to be saved up, often for large projects. At the moment there's lots of reserves, because the economy rating's too high.

Economy rating can never be too high.
