The F&V=P party intend to make the curriculum less restrictive for teachers, by removing many of the specific requirements in many subjects. The subjects required to be taught will not change, but the individual aspects will be more free for teachers to change. This will allow teachers to tailor their classes to their own classes, making it easier for them to meet state requirements, and improving the teaching for their students. Requirements on what will be tested in state exams will not change, so later years in school will still have a more rigid system.

No. The previous one (which was irrelevant anyway) only covered what subjects are studied. This covers what is studied within those subjects.
